For me, I have noticed that my downloads do not go into the Company of Heroes folder. What I did was did a .SGA seach (the file type for mods, tuners, maps) and found them in a very weird location. Go to the steam folder, go to userdata/some long number/ugc/referenced. In the referenced folder, the folders in there will be long numbers.
